Omar Zahal is not accepted yet as a Noble. That person is in fact waiting for the admins to do something about their application. The person came online once but that was for an hour, otherwise they currently have irl things to attend to but were very active in the past.

The server's players are quite inactive and killing the only one active is the dumbest thing to do actually. CK tickets always have been given too easily in my opinion. A CK provides little RP and kills the RP provided by the character. I was very surprised to hear some people apparently have CK ticket on everyone who is in a specific faction... I thought this war was the dumbest thing happening, I guess I was wrong .

In short term war help population server with combat, in long term however the CK galore that result from it ensure that will be fewer and fewer player character alive on map.

I believe the original announcement made by Kingsman made the indication that Tehlrog did fall under Ambean's domain, I was fine with either I did not argue for or against and would have taken it as it was given, the staff team dsiicussed it (without me!) and believed that it would benefit the server more if Tehlrog remained independant from vasalage.
