Numerous pick pockets and gangs of thugs roam the dark alleyways of the city praying on the weak, its unclear who leads this violent.

Shady merchants.
The normal merchants that seem to arrive in this land appear to have stopped coming! The region they claim is too unstable and dangerous.
In their place the only roaming "merchants" you'll find are the many shady looking people wandering around Telrog looking to sell you a quality weapon at an increased price... Provided you don't mind how the items were obtained.
Bandits!
Their are reports of increased highwaymen and bandits in the forest that would kill and rob you for your boots.
Bribes and recruitmentMany people are looking to earn a bit of coin through one way or another the thief's guild lately is branching out and looking to hire men from the local land to both join them and obtain information.

How to resolve this event? - Maintain a stable and peaceful region
- The bandits clearly have a lair somewhere outside but not far from Telrog. Find out where it is and destroy it!
